California SB 690 (CIPA reform)
Beginning January 1, 2027, amends Penal Code section 637.2 to provide that an action against a private actor for a violation of section 638.51 (pen registers and trap-and-trace devices) arising from conduct on an internet website, online application, or mobile application may be brought only by the California Attorney General. The change also reaches pending claims in actions commenced on or after January 1, 2025. CIPA's wiretapping and eavesdropping provisions (sections 631 and 632) are untouched.
