FCC TCPA consent-revocation order (FCC 26-67)
FCC Report and Order and Further Notice of Proposed Rulemaking on TCPA consent revocation (FCC 26-67), adopted September 30, 2026 and released October 1, 2026. The order amends 47 CFR 64.1200(a)(10): a revocation made in response to an informational robocall or robotext (no advertisement, not telemarketing) may be treated as applying only to that category of informational messages; a revocation in response to telemarketing still revokes consent for all future telemarketing from that caller. Callers may designate an exclusive revocation method, chosen from an automated voice or key-press opt-out on a call, a standardized reply-text keyword (stop, quit, end, revoke, opt out, cancel, or unsubscribe), or a caller-designated website or phone number, but only if the method is clearly and conspicuously disclosed on the call or in the text; callers that designate nothing remain subject to the 'any reasonable means' standard. The order also broadens the financial-institution fraud-alert exemption to numbers obtained from a 'reliable source.' The amendments take effect 30 days after Federal Register publication; the order had not been published as of October 13, 2026 (Recording Law, verified October 8, 2026, confirmed it was not yet published or on the Federal Register public-inspection list), so no effective date exists yet, and the order states the Commission will announce the date by Public Notice. Once effective, the amendments supersede the January 31, 2027 delayed effective date of the 2024 order's revoke-all provision. The Further Notice seeks comment with deadlines also tied to Federal Register publication.
