Texas Attorney General v. Snap
The Attorney General's February 11, 2026 petition against Snap Inc. alleges Snapchat violates the DTPA and the SCOPE Act. The petition alleges deceptive age ratings (12+ on the Apple App Store, T for Teen on Google Play and Microsoft stores) while exposing minors to mature and addictive content, misleading claims about the app's safety for children, failure to warn parents about addictive design features (ephemeral content, infinite scroll, autoplay, push notifications, Snapscores and Snapstreaks), and knowing deception about the harm the app causes young users. Nine DTPA violations are listed. The petition also alleges three violations of the SCOPE Act: failure to verify, by a commercially reasonable method, the identity of and relationship to a known minor of each person seeking to act as the minor's parent or guardian (Bus. & Com. Code 509.101); failure to honor the duties owed to a known minor with whom the provider entered an agreement for access, including limiting collection and use of the minor's personal identifying information and refraining from allowing purchases or financial transactions, sharing, disclosing, or selling the minor's information, collecting precise geolocation, and displaying targeted advertising (509.052); and failure to create and provide parental tools allowing a verified parent to supervise the minor's use of the service (509.054). The State seeks civil penalties up to $10,000 per violation and a permanent injunction barring Snapchat from advertising its app to children. These are allegations in a filed petition, not findings.
